    Handling

    The activity's goal is to determine the most economic offer for a performance that will be externally placed by the conclusion of a contract. The corresponding placement right is the essential marginal condition.

    This activity must be realized whenever performances are to be placed externally or when procurements are required (e. g. of off-the-shelf-products).

    Notes:

    (1) The form has not been regulated in the V-model (see Part 2 "Supplements with Regard to Authorities").

    (2) In the case of a procurement, the Project Manual is not made available externally.

    (3) Contracts are concluded in the Federal Administration, normally based on the "Supplemental Contract Regulations for the Procurement of IT Services" (EVB-IT). This refers to contract type EVB-IT-Generation which supports the setting up of contracts on the basis of the V-Model.
