    Handling

    The activity's goal is to determine the profitability of the planned solutions (for the System or parts thereof).(1)

    To do so the required cost for each of the (different) solution proposals will be estimated and compared with the expected benefits.

    While estimating cost and benefits, the entire lifecycle of the possible solution(s) has to be taken into consideration (not only the development), in the course of which the various sections of the lifecycle (development, utilization, removal from service) must be estimated separately. While doing so, the uncertainties of the given estimates, which depend essentially on the degree of refinement of the present solution proposals, have to be pointed out. The SWMM Concept has to be taken into account for the estimation.

    Recommendation

    When estimating the benefits, it is necessary to distinguish between quantifiable and non-quantifiable benefits.
