This activity defines all organizational and technical measures required for the future SWMM during operation. First, there must be a decision about the SWMM strategy applied, e. g. if , and if yes, which parts of the SWMM jobs are to be placed externally. Both the products User Demand and User Requirements, and also Case Report "Measuring the Source Code" are appropriate means for these specifications. In connection with the SWMM concept, the following must be taken into consideration:

the required SWMM organization (structure and strategy),
the required personnel resources (temporary/permanent, required know-how),
the allocation of competence and responsibilities in the SWMM organization,
the description of processes for the realization of the SWMM,
the SWMM of off-the-shelf products,
the technical installations required for the SWMM (e. g. development and assessment environments).
