With out doubt, the main purpose of V-Modell is developing of 
software. But it also can be used in the utilization phase. 
Here CM 3 Change Management the initializing activity. 
For the corresponding change action or the change project V-Model can 
also be used a guide line.

In the military version of V-Model part 2 there are explicit 
regulations how V-Model is to used during utilization process.
There is an operative modul "SW-Maintenance". This is a modified 
version of submodel SE. 

Unfortunately part 2 of V-Modell does not exist in English.

As far I know IS 12207 explicitely covers the utilization period. But 
IS 12207 is not so detailed as V-Modell is.
